BELARUS
Belarus is a country located in Eastern Europe. It is landlocked by Ukraine on the South, Russia on the East and North, Poland on the West, and Latvia and Lithuanai on the North. Minsk is the capital of Belarus. Other large metropolitan areas in the country include Vitebsk, Mogilev, Gomel, Grodno, and Brest. The economy of Belarus is strongest in manufacturing and agriculture.
The lands which comprise Belarus were originally owned by several different countries, including Lithuania, Russia, Poland, and the Soviet Union. Unification of the lands occurred in 1939, yet sovereignty did not occur until July 27, 1990, and independence was declared August 25, 1991. Since 1994, the president of Belarus has been Alexander Lukashenko, who has implemented state ownership policies for the economy.

Due to its location and its identification with Russia, many people do not know much about Belarus. In fact many would assume that they are a third world country with very little development. On the contrary, if one would look closely at Belarus, one would see that they are advancing and growing rapidly in terms of technology. Because many people did not see the growth of Belarus, many do not know the capacity of the country. Belarus is actually one of the more technological savvy countries, especially in terms of using the web. As of August 2007, they had a count of 5, 477,500 web users which is actually 56.6% of their entire population. During year 2000, they only had 180 thousand people in a population of about 10 M people. In three years, 2003, they had an outstanding growth of over a million web savvy people. They reached 1,391,900 users with a population of 9.75M. 2005 showed an increase of another million users with a slightly lowered population of 9,714,257. The latest survey shows more than 100% increase from 2005. Astounding results for a country not many people know about. Even their government offices are very much into the web as there is a http://www.president.gov.by. So do not be surprised if Belarus would come out with something outstanding in the next few years.
